OPeNDAP allows one to give a application a url and have it directly download data. To read this data into matlab use 
loaddap('http://maprom.malimeteo.ml/SOURCES/.Features/.Political/.Mali/.Districts/dist_na/gid+exch/2+index/.dist_na/dods')
